It's an AIR INTAKE SCREEN for a Briggs & Stratton or Tecumsah air cooled engine used on lawn mowers. It bolts on to the flywheel and rotates with it. The flywheel has fins under the screen that blow air over the cylinder fins, cooling the engine.
