1)

It appears to be a rotating lift/tie down clevis that would have cable, chain or rope attached to each end. Possibly a turnbuckle on one end securing it to a structure. Not sure of manufacturer.

That is a swiveling lifting shackle or clevis. The HR stands for high resistance with regard to breaking strength.
