What is this and what is it used for exactly?
Item History: None.
Size: The wheel is 10" and the stand is 10-1/2" in length.
Markings: There are two stickers on the device, one has B5K while the other says 6V Tension Motor PN 241949 Date 11 46 SHA Oh. Also on one of the smaller wheels there are the letters TORHWJ and Z0009.
