aftermarket water pump pulley for v-belt driven accessories. unless there is something stamped on it there is no way to tell who made it or when it was made. those after market pulleys are made by hundreds of manufacturers. in the following link the water pump pulley is in the middle of picture. the second link is to a ford.. you would have to measure the holes for size and pattern to tell if it is for a ford or chevy. they make them painted, chrome and like yours polished aluminum....if you provide the actual dimensions and size of holes i can tell you more.
