I don't know the brand but it's a lid for a floor safe. The shaft you turned is supposed to have the numbered dial on it.

Item History: The small knob on top turns and makes three bolts extend from the lid/thing. Yes, I twisted it, cause I'm curious as all get out.... Now they won't retract. Snap Ring on the underside to remove a cover I guess
