It's a timing belt tensioner assembly (missing a wheel) for a '95-'99 Mitsubishi 2G engine(4G63), used in the Eclipse model. There's a similar tensioner used in the 1G engine model, but there's a couple differences. Link has a expandable picture of the 2G assembly.
