This is an aftermarket intake camshaft for a Mitsubishi Lancer EVO IX MIVEC 4G63 engine because it doesn't have the factory cast-in part numbers. This cam will fit various years of the 4G63 engine. There are many makers of these camshafts. The letters you reference in your description (HLP) doesn't correspond to any of the cam company listings I can find. It could be the company name or the grind profile. The one shown in the URL is made by HKS and is almost identical to yours. The grind profile of yours is also unknown. To find the specs the cam would need to be installed in an engine and checked for lift and valve open & close timing with a degree wheel.

It's an exhaust camshaft for a Mitsubishi 4g63 engine. The exhaust camshaft has the notch in the back end of the shaft for the cam angle sensor. The intake cam doesn't have the notch. Here's a video of a guy removing the exhaust camshaft and starting at 5:40 of the video, you can see the notch.
