This is a wheel center for an early air cooled VW bug or bus. The wheel this came from is unknown but it was probably a custom wheel like an EMPI or a Rivera. The bolt pattern looks to be about 8" according to what I can estimate from the tape measure in your pictures. That would be correct for an air cooled VW. The bolt pattern was actually 205mm or just a little over 8". No other car but VW used that bolt pattern. My guess is someone was building a custom set of wheels by cutting out the center to weld into a wider rim. The URL shows most of the currently available wheels for classic VW's. There are a couple shown that are very similar but the maker of yours is unknown to me.
