This appears to be an older style carriage stop for a lathe. The dial is a micrometer to accurately adjust the stop position pin that projects from the other side. The v notch in the bottom rides on the front rail of the lathe to keep it in line with the carriage. It is only the upper portion and is missing the lower piece and bolt that clamps it in place. This should fit a variety of manufacturers and models. Not all are the same but there are several standard sizes. Attached is a link to a newer version with a similar design.
