It's a custom made "stuffing box". A shaft, marine propeller or rudder, pump,..., runs through the center and there are seals that get compressed by tightening the 2 halves of the body. The compressed seals squeeze against the shaft and the body interior and keep liquid from leaking past. There's a grease fitting to keep the seals lubricated.
