This is a camshaft from a JDM Honda D15B engine, likely out of a 1988-91 Civic. This camshaft fits D15 engines that came originally with carburetors and may fit D15 and D16 engines that came with fuel injection. The offset circular lobe on the distributor side of this camshaft is for driving a mechanical fuel pump for the carburetors. US models with D15 engines had fuel injection and did not have this extra lobe. See the gumtree link for an image of the engine with the fuel pump mounted. (Note that the Ballade is Australian equivalent of the US Civic for years 1988-91).
