1)

That is a Cable Tripod it was used to lift Telephone cables going across roads when new phone cable was being installed or replaced. It was used to lift the phone cables up while traffic drove underneath . they used two of these one on each side of the road to prevent people from driving on the phone cables. They were also used to hold up telephone cables where they had to be attached to the underside of a bridge that goes over another road .The ring on the bottom was used to attach a rope with a weight to keep it from tipping over, The loop on the top is where the cable was passed through. the small notch you see was for the messenger clamp to keep the cable from sliding out. Kind of like a clamp. Hope that helps.
