It's a mold for EPS(expanded polystyrene). It looks like it has radiused sections on opposing sides for possibly ear clearance, so maybe the mold is for a helmet(bicycle helmet?) If you look at the black helmet in the 1st link, you'll see all the round dot that come from the holes in the mold.
