This is part of a very old hand operated chain hoist for a roll-up garage door. The chain goes on the cog wheel and the spur gear drive the large spur gear on the door shaft. The maker of yours is unknown. The one in the first URL is one of similar design made from cast iron that is available new. The one in the second URL is the most common type used today.
