This is steering wheel quick release hub. These are used on race cars to remove the steering wheel so the drive can get into or out of the seat easily. These are made by many manufacturers. The one in the first URL is made by EMPI. The one in the second URL is very similar to yours. These come in all sorts of colors and all have the same bolt pattern for racing steering wheels. They are also made for different steering shaft diameters and shaft type.
