I can't state a model that this fits. It appears to be an 1/8" pipe arm (.405" OD) that used for ceiling light fixtures. I can't state a model that it fits, being that there's a hundred(s) thousand different fixtures. I've seen similar arms used on a large diameter ceiling plate like in the first link, where there's several arms and the bulb socket screws on to the end of the arm, with the electrical wires for the socket running inside the arm. Second link is for a company selling light fixture parts.

look like non assembled floor tom legs or botched in pre production, missing rubber boot at bottom and unknown as to why there is threads at top... probobably a MFG error

thank you for the opinion, but looking into it further, on the legs, both sides are not threaded, as these have both sides threaded
