As it says it is a conduit tap for electrical conduit. It is made by S & C 'Scorta' in Milano Italy. They have a download catalog that shows the tap, but for prices you will have to contact the company. This one was quit the challenge.

It is a 1" conduit pipe tap which would be used to cut female threads in a cast electrical box.
