This is a "flusher", also known as known as a "cleaning cup". It is used for cleaning commercial beer lines. A flusher allows you to connect to "D" style keg couplers together in order to clean multiple lines at the same time using a recirculating pump. There are multiple manufacturers but this looks like it is made by Micromatic.
