The shaft was probably just some machinist creative way of storing those "coverings". Those coverings happen to be PTFE coated self lubricating bearings / bushings. They are not cheap. Go talk to a local machinist he can likely tell you what you need to know about them, or steer you in the right direction.

What is this and what is or was it used for?

Item History: None.

Size: It is 7-1/4" in length and is 1-1/4" in diameter without the covering and with the covering on it is 1-3/8" in diameter.

Markings: T 90735A
