I'd Like to Know:

I need to know what this tool is called, what it is used for and who makes it. Please provide a reference link if at all possible.

Item History: Unknown

Size: About 6'' OAL

Markings: None

Material: Steel. The pin is adjustable, it seem to adjust how far the tool can shut and as you loosen it the piece moves to close the size of the oval opening. The movable piece isn't sharp.

Opinions

1)

You have stretching or lasting pliers. Cobbler's or leather workers. Possibly canvas or other heavy fabric. Narrower than what is used for installing canvas on artists frames

Reason:
Thank you for your opinion, but the jaws are one piece and don't close. If you can find one that looks like our where the jaws don't close, I can accept your opinion.
