That is a Cable tensioner tool. used to tighten and install guy wires on Commercial Radio and TV antenna towers. You seem to be missing the long steel rod to move the clamp . The small latch is the Release lever when the necessary tension was reached. These were installed along with a double screw eye tensioner so the cables could be tightened in the winter and summer due to expansion and contraction. Hope that helps.
