It's a JACK HANDLE for a 1970s Japanese car. If you look closely at the center square hole, you will see it's bigger on one side. That's because it goes onto a TAPERED shaft that turns the jack. It can only go on one way. There are a couple listed on Ebay now.

It's a JACK HANDLE for a 1970s Japanese car. The square hole in the middle goes on the end of a shaft that has a "J" bend on the other end. The "J" goes through a loop on the side of a small geared jack. Turning the loop rotates a gear inside the jack, raising the car.
