It's a SLACK-ADJUSTER for a big truck that has air brakes. Usually abbreviated to "slack" this one is self-adjusting by the the pin that comes out of the rubber boot. It transfers power from the air chamber to the "S"-cam, which spreads the brake shoes, applying the brake.
