it looks like a mount for a milling machine where it will take a long shaft in the middle with cutters on the shaft ,it mounts to a table and the two far hole rods go through for very precise machining

References:

have seen them in a machine shop for doing hob milling or milling of many slots

Looks to be some type of industrial mounting bracket for an older lather or cnc machine. Definitely has a wysong color to it though.
