These appear to be drill guides for some unknown applications, I would guess some type of industrial drill. In your 3rd picture you can see #23 drill .154 D which is a number 23 drill which measures 154 thousandths of an inch. You can also see all the dimples from the drill not lining up with the hole and drilling the surface a small amount.

likely a base play to a cnc machine for the purpose of winding coils.

These are dies that go on the front of meat grinders for hamburger or sausage processing, thickness makes me think these are more for commercial use than home. The one odd piece may not have any relevance to the other and the one die with difference sized holes may simply be designed to give varying texture to the ground meat.
