It's a drive pulley bracket for a '99-'04 supercharged Ford F150 SVT. The bracket bolts to the front of the block, a rear flange(yours is missing) bolts to the balancer/other pulley(s) and the pulley for the supercharger belt(yours is missing) gets bolted to the center of the bracket.
