This looks like a lifting plate that's used to lift an item. The thicker piece is likely there to act as a counterweight for balance. The layout of the bolt pattern doesn't strike a bell but I have seen similar patterns on electric motor mounting bases. I don't really think it's for an electric motor lifting though as it would fasten to the bottom, and that's the wrong side for lifting. Good luck, let me know what you find.
