this is a flywheel for a small, likely 2 cycle, engine, if the three bolts are removed from the recoil start hub there may be a manufacturer name and part number cast or stamped into the flywheel under it. Yours maybe older as your recoil hub unbolts. If the magnets inside the flywheel are dead than the flywheel is of no use. Slid a small washer or similar steel object (not alum or copper) around inside, if the magnets don't hold it in place they are likely dead. This link is just a similar one until you find your numbers.
