It's a geared motor. I usually see this configuration (Short pigtail with a plug instead of a jack--I think it looks very unprofessional) on cheap exhaust cutoff valves. However, usually the black protective cover goes over the entire gearbox too (never seen two layers of protective rubber before, but who knows...) ¯\_(ツ)_/¯ Anyways, solely judging from the connector, it's something cheap, universal, or custom.
