It's a universal chip shield for machinery. This one happens to be round and is missing the bracket/magbase.

Reason: I thought you were spot on at first but when I pulled it I saw that it wasn't clear but an almost 1/2 piece of metal. So, that's really our mistake. Thanks, though! Please keep trying.
