What is this specifically and what does it go to?

Size: A little under 4-1/4" on the larger ring and approximately 1-7/8" on the smaller ring.

This appears to be a part of a locking ring and pinion gear set that goes in an axle, possibly for an automobile. It appears to be a locking side gear (see diagram).
