It's a bonnet for a Fisher ET series globe valve. The bonnet is a guide and seals the moveable operating shaft to the valve housing. The shaft rises up through the center hole and the 2 threaded holes are used to pull down a plate that compresses the seal. The large outside threaded portion and the unpainted neck below the threads is used to attach an actuator that attaches to the operating shaft. SA105 means it's made of forged carbon steel.
