It is someones shop made threading tool post for a lathe. as a machinist we come a crossed jobs that require tool holders we dont have. granted we can buy a specialty tool holder, but at what cost? Such a tool, usually requires $4-500 or more and any profit can quickly be eaten on a holder we may never again use. As Toolmakers, we make it , we make our own tools. All i can provide for reference is a link with a picture containing part of your item. This is because it is the only piece made by an actual manufacturing company.
