What you have is an adjustable stepped reamer, with replaceable carbide inserts. it would be used to finish size a hole, to insert a precision fit bolt, pin or rivet in 2 or more steel plates, so that the holes line up.

I was told by the manufacture this is a custom tooling built for Catapillar used in a diesel head manufacturing process. This item does not have a model number as it was uniquely made for a manufacture. Again there is no reference material available to the public. To verify you will need to call manufacture direct.
